Consultation on Amendments to the Tower Siting Process and Decision on Roaming, Tower Sharing and Annual Reporting Requirements for Terrestrial Licences

Innovation, Science and Economic Development Canada (ISED), on behalf of the Minister of Industry (the Minister), is hereby initiating a consultation on proposed amendments to the antenna tower siting requirements, which are found under CPC-2-0-03 — Radiocommunication and Broadcasting Antenna Systems, to reduce regulatory burden on tower proponents. In addition, ISED is introducing, through the release of this document, a reduction of reporting and other requirements for terrestrial spectrum licensees, including some requirements found under CPC-2-0-17 — Conditions of Licence for Mandatory Roaming and Antenna Tower and Site Sharing and to Prohibit Exclusive Site Arrangements.

This standard sets out the requirements for the certification of flexible use broadband equipment, used in fixed and/or mobile services, operating in the frequency bands 24.25-28.35 GHz and 37.6-40.0 GHz.

Proposed Revisions to the Canadian Table of Frequency Allocations 2026 Edition (SMSE-003-26)

Innovation, Science and Economic Development Canada (ISED) proposes amendments to the Canadian Table of Frequency Allocations (the Canadian Table) to reflect the outcomes of the 2023 World Radiocommunication Conference (WRC-23) and domestic requirements. The Canadian Table was last modified in 2022, to incorporate the results of WRC-19 and to reflect changes to domestic spectrum policies.

RSS-Gen, issue 6, “General requirements for compliance of radio apparatus”. This standard sets out the general requirements applicable to licensed and licence-exempt radio apparatus.

RSS-310, issue 6, “Licence-exempt radio apparatus: category II equipment”. This standard sets out the requirements for licence-exempt radio apparatus that is exempt from certification.

Canada is planning to host a meeting of the Permanent Consultative Committee II (PCC.II) of the Inter-American Telecommunication Commission (CITEL) from August 30 to September 3, 2027. The meeting would be held at the Rogers Centre in downtown Ottawa and would be the final PCC.II meeting before the World Radiocommunication Conference 2027 (WRC-27).
